Using Huawei Modem and TP-Link TL-MR3020 to Access Device

Hi. I am hoping that the Hologram.io service and SIM can do what I describe below and am asking for help.

I have the Hologram.io SIM in the Huawei E303 Modem plugged into a TP-Link TL-MR3020 router.

I want to access a device with a local IP address connected to the TP-Link router through ports 3501, 843 and 80 using a web browser. I have set up the router so that an incoming connection will properly forward an incoming connection to the correct internal IP address of the device (although likely not relevant, the device is the remote control for an RF transmitter that has a web-based interface).

I did try dynamic DNS to connect to through the modem, although I had little hope it would work given the dual NAT that most cell connections use, . It did not work.

Is there a way using the Hologram dashboard to enable a standard web browser to access this device through the Hologram SIM?

Thank you for any assistance you can offer.
