Development Tools to build application for Sensor

I am working on development tools to build the app with dash board and navigation map, I am new to this tool hence I wanted to process mention below points:

  • Shows the readings from temperature sensor to application made development tools.
  • Design a web browser which also links to same cloud as well as application.
  • Link the application with cloud and make the share the reading of sensor live to others on application as well as web browser.
  • Link the application to the network tools to auto-generate the automatic voice call to clients during critical warnings

Hey on which command line interface you want to build your app as of now I am building my app by using python interface, I have worked out with arduino, Please confirm on which development board your are using this tool ?
