Failure to scan and connect with the available cellular networks

My ultrasonic water meter includes the SIMCOM module 7000G and the Hologram sim card, which is supposed to scan all available cellular networks and connect with the cellular network with the strongest signal strength available in the area.
It has selected the AT&T cellular service which is weak (no bar, 99) instead of the Verizon cellular network with the strongest signal strength (2~ 3 bar).
Any idea how to fix the issue?

Not a Hologram employee so maybe I’m wrong, but I don’t think it’s quite right to say Hologram searches “all available cellular networks”. It’s likely searching only the network providers it has negotiated contracts with to sell them bandwidth.

If you look at this carrier list from Hologram, Verizon is not there.
